Herbert W. Cobb, PhD, MA, CSSBB is the founder and Lead Scientist of Cobbweb Associates based in San Diego, California.

Dr. Cobb is a United States Air Force veteran who served as an intelligence operations specialist. Following his service and further education, he has been an active educator and health care researcher. Dr. Cobb has taught a number of curricula internationally, including topics in the sciences, statistics and finance.

Dr. Cobb has brought his experience to bear on health care research and process improvement in a clinical setting. He has given several presentations at the International Conference of Health Care Policy on hospital report cards, performance measurement and healthcare data mining techniques and has worked with several statistical software companies including BMDP Statistical Software, Data Description (Data Desk) and Insightful (S-Plus). He has impressive experience in the use of medical and survey data and their statistical analysis for improvement in quality.

Dr. Cobb has conducted and collaborated on numerous research projects. Whether it is a research study or a broader quality improvement initiative, he excels in leading workshops with administrators and researchers. Dr. Cobb helps organizations trace the path from values and goals to measurable objectives, meaningful conclusions, and high impact decisions. His process focuses on client values, goals, and budget to suggest choices to accomplish research and marketing objectives. His written reports clearly state the results as well as the limitations of the research while facilitating the understanding and perspective of the conclusions. Dr. Cobb is a member of the American Society for Quality (ASQ).
